Cu\u00e1ndo se realizar\u00e1 la convocatoria al concurso p\u00fablico internacional por los trenes<\/p>\n\n\n\n<p>Fuente: https:\/\/www.infobae.com\/<\/p>\n\n\n\n<p>La divisi\u00f3n de transporte del&nbsp;Grupo M\u00e9xico, el cuarto m\u00e1s grande de ese pa\u00eds en capitalizaci\u00f3n de mercado (USD 27.316 millones), expres\u00f3 a funcionarios del gobierno de&nbsp;Javier Milei&nbsp;su inter\u00e9s en competir en todas las licitaciones para&nbsp;la&nbsp;privatizaci\u00f3n&nbsp;del ferrocarril&nbsp;Belgrano Cargas&nbsp;y la&nbsp;L\u00ednea San Mart\u00edn, seg\u00fan supo&nbsp;Infobae&nbsp;de fuente oficiales y privadas con conocimiento del tema.<\/p>\n\n\n\n<p>El Gobierno planea convocar a un concurso p\u00fablico internacional entre finales de noviembre y principios de diciembre. El proceso constar\u00e1 de tres fases: adjudicaci\u00f3n de&nbsp;material rodante, concesi\u00f3n de&nbsp;v\u00edas&nbsp;y uso de&nbsp;talleres ferroviarios.&nbsp;Grupo M\u00e9xico Transportes (GMXT)&nbsp;prev\u00e9 competir en cada una de ellas y ya anticip\u00f3 una inversi\u00f3n superior a&nbsp;USD 3.000 millones, de acuerdo a fuentes consultadas por este medio. El objetivo es&nbsp;aprovechar el desarrollo de la miner\u00eda, la energ\u00eda y el agro argentinos&nbsp;a trav\u00e9s de servicios ferroviarios modernos y eficientes.<\/p>\n\n\n\n<p>GMXT opera el sistema ferroviario m\u00e1s extenso de todo el territorio mexicano, el mayor de Florida, en Estados Unidos, y, en breve, sumar\u00e1 una l\u00ednea en Texas. Con una trayectoria de 27 a\u00f1os en transporte de carga, la empresa mueve m\u00e1s de cien millones de toneladas al a\u00f1o. El due\u00f1o del grupo es Germ\u00e1n Larrea Mota Velasco, uno de los empresarios m\u00e1s influyentes de M\u00e9xico y recientemente dio que hablar por la oferta que realiz\u00f3 para comprar el 100% de&nbsp;Banamex, que fue rechazada.<\/p>\n\n\n\n<p>Un actor del sector se\u00f1al\u00f3: &#8220;Ser\u00eda la primera vez que llega al pa\u00eds un operador ferroviario privado con experiencia en servicios a terceros.&#8221; GMXT cuenta como socio a&nbsp;Union Pacific, considerado el mayor ferrocarril de carga del mundo.<\/p>\n\n\n\n<p>La privatizaci\u00f3n local tambi\u00e9n despert\u00f3 el inter\u00e9s de firmas nacionales. En agosto, la&nbsp;Bolsa de Comercio de Rosario (BCR)&nbsp;notific\u00f3 que al menos&nbsp;cinco de las principales cerealeras&nbsp;activas en Argentina \u2014Bunge, Louis Dreyfus Company, Cargill, ACA y Aceitera General Deheza\u2014 trabajan en la preparaci\u00f3n de una propuesta conjunta para la licitaci\u00f3n del Belgrano Cargas. Estas empresas figuran entre los mayores exportadores de soja durante el primer semestre del a\u00f1o, periodo en el que las ventas marcaron un r\u00e9cord hist\u00f3rico en el marco de la reducci\u00f3n de retenciones dispuesta por el Gobierno.<\/p>\n\n\n\n<p>Durante un encuentro sectorial, la BCR resalt\u00f3 la relevancia de contar con un sistema ferroviario s\u00f3lido para potenciar la producci\u00f3n, en especial en regiones distantes de los puertos, como el Noroeste argentino. &#8220;Resulta fundamental un ferrocarril que impulse el desarrollo productivo de zonas alejadas\u201c, subray\u00f3 la entidad.<\/p>\n\n\n\n<p>En cuanto a&nbsp;Belgrano Cargas y Log\u00edstica (BCYL), el Poder Ejecutivo defini\u00f3 avanzar en una desintegraci\u00f3n vertical de la compa\u00f1\u00eda. Este modelo implica separar las funciones y activos de cada \u00e1rea de negocio; el Belgrano Cargas es fundamental para el transporte de los principales productos agr\u00edcolas y para la log\u00edstica minera. Empresas del sector minero, como&nbsp;R\u00edo Tinto, tambi\u00e9n han manifestado su inter\u00e9s en el proceso.<\/p>\n\n\n\n<p>Actualmente, BCYL opera&nbsp;7.600 kil\u00f3metros de v\u00edas en 17 provincias. Esas infraestructuras pasar\u00e1n a manos privadas a trav\u00e9s de concesiones, aunque los rieles y los terrenos seguir\u00e1n siendo propiedad del Estado Nacional. El proceso est\u00e1 a cargo de&nbsp;Diego Chaer, titular de la&nbsp;Agencia de Transformaci\u00f3n de Empresas P\u00fablicas, dependiente del Ministerio de Econom\u00eda.<\/p>\n\n\n\n<p>El plan oficial prev\u00e9 la licitaci\u00f3n de la infraestructura de v\u00edas y la concesi\u00f3n de talleres, mientras que el material rodante se vender\u00e1 mediante remates p\u00fablicos.&nbsp;Las licitaciones estar\u00e1n abiertas a actores nacionales e internacionales.<\/p>\n\n\n\n<p>El esquema previsto supone la&nbsp;concesi\u00f3n de infraestructura de acceso abierto, lo que implica que el operador que administre las v\u00edas deber\u00e1 permitir el tr\u00e1nsito de diferentes compa\u00f1\u00edas a cambio de una tarifa determinada.
